I bought something and the seller won't ship until the payment is withdrawn from paypal and transferred into their bank account. I think this is unfair as I am a verified account holder and I am out money. What are the rules on this?
Per this policy, the seller is wrong. He or she must ship the item, else they will never get paid. If they don't ship, you can file a claim requesting a refung.
