If PayPal "HOLDS" funds, Seller should REQUIRE Feedback from Buyer BEFORE shipping! :-)

I fully understand that PayPal holds funds in certain circumstances in order to help make Ebay more secure for everyone. But, they need to have some "human" eyes actually looking at the accounts so that holds are placed only on truly suspicious accounts! The major problem is that the funds are held without giving the sellers their fair share of the percentage that PayPal makes on the money while it is being held!
So, until PayPal and Ebay decide to give sellers their fair share of the percentage they make on funds while they are on hold, sellers should require buyers to post feedback "prior" to shipping the items! The "buyer" could just post a positive feedback that said something like "please ship the item".
