I want to transfer some percent of transaction to other account

I want to transfer some percentage of transaction to other paypal account after the main transaction is completed to paypal.

Well after sale of an item through auction in a website, admin charge a fee, which is 1-3% of total amount. So we want admin to get fee accordingly.

  Please suggest how can i do this??
