I need to pay a negative balance due to a pending refund (fraud) but I can pay. NEED HELP ASAP

Typical situation, shipped a $750 item, buyer says it was broken when arrived. (brand new in the box) I said send me pics of broken item and INCLUDE serial number in pics to verify it was the same item. No response. I paid the insurance just in case said  Iwould open the claim and get it resolved no response. Buyer opens a claim with PayPal saying I wont respond or communicate (even though all emails are done through ebay email service) PayPal finds in his favor for a return. What the heck??? What protection for sellers? Now my account balance is negative AND I cant pay it down??? It says I am negative $0.00, so when I try to pay the correct amount of $xxx.xx it says I cant pay more than what is owed??? What the heck? Any answers out there, I have items I need to pay for and with 450+ pos itive feed back I dont need a neg.

i bought some laptop adapters some time last and paid for except one and because of that my account is suspended i need to pay and reopen my account
