I need to close my PayPal account without any money coming out of bank account

I just opened a PayPal account less than five minutes ago because I have no money and was hoping this would help friends loan me money from far away.  However, I am told that to open an account, they have to make two small withdrawals from my chequing account, which has $0 in it.  This will cost me $70 in overdraught fees I don't have.  I am trying to close the PayPal account, but I'm told that I will be charged $1.50 for closing it, which will cost me $35 in overdraught fees.  I don't have any money to call a PayPal representative.  What can I do to close everything down without being charged overdraught fees?

You can close the account yourself.  Use the Help section.   In the Search Box, type:   close account      and click on the Search button.

Except that, from what I read, I'll be charged $1.50 to close it.  I need to close it without this happening.  Am I misreading?

There's  "no" fee to close an account.  

If you have funds in your Account and want to withdraw those funds by requesting a paper check, you are charged a $1.50 to process the paper check

when on paypal.com

go to PROFILE  go to the MORE OPTIONS tab

then look for an option to Close the account.

the close account feature has an annoying automated system that loads a long time and makes you wait til you get a pin number which apparently closes your account. Im trying to close my account, but it seems like there's rubbish excuses that disable me from cancelling it.

oh calling the paypal support won't do much, despite that you contact the representative  you will be fowarded to another representative til someone in the system hangs up on you. Which **bleep**.
