How do I get a refund if i wasn't signed in?

I ordered something through paypal about 2 weeks ago, and it still hasn't arrived. I tried both emailing and calling the seller and there has been no response. I ordered it from billlawrenceusa.com. I looked at the instructions for a refund, as it said I needed to log in, but I wan't logged in when I made the purchase<

You need to log in to your Paypal account and go the the Resolution center and file a dispute.

Once a dispute is filed you have and additional 20 days to escalate it to a paypa claim.  Don't let those 20 days pass.

Also if the seller contacts you and tells you to cancel the dispute/claim so he can refund you, "DONT".

Once a disputs/claim is cancelled it can't be reoppened.

Also the Paypal buyer protection for non ebay purchases is limited.  If paypal rules in your favor you will only be refunded by Paypal if the seller has funds in their Paypal account.

If the paypal payment was funded with a credit card you can file a chargeback if paypal can't refund
