Error Creating Sandox Merchant Account

I keep getting the following error when I attempt to create a pre-configured merchant account in the PayPal Sandbox:

AssertionException: TArray index out of bounds Backtrace: bbbcabd bbbca77 bba4be8 bb9a153 85ca811 85c46c6

Has anyone encountered this.  Is there anything I can do except post a question here?
