Credit Card vs. Instant Transfer: Fees for Payment Recipient

Are the fees the same for the recipient of my payment regardless of funding source? Or are there different fees for credit card transactions vs. instant transfer transactions?
Also, am I correct that there is a $5 fee to the recipient of an eCheck regardless of the payment amount?

For Purchase Payments, the fee is the same regardless the funding source.
For Personal Payments, fees (if any) are determined by... the funding source, whether the sender or recipient is outside the United States and the currency.
It is free to send a Personal Payment to someone in the United States in U.S. Dollars if you use your bank or balance as the exclusive Payment Method. All other Personal Payments include a fee.
Check the Fees section of PayPal's User Agreement for complete details...

The fees for an eCheck Purchase Payment are calculated the same as other Purchase Payments, however... the maximum fee for an eCheck is capped at $5.00.
