Claim for shipment of incorrect item resolved against purchaser

I purchased an item from a paypal seller who failed to ship, and then in response to my opening a timely dispute, immediately shipped a wrong item, and when I timely elevated the dispute to a claim on that basis (that is, for an incorrect shipment), paypal resolved the claim against me on the basis that the seller had shown paypal that the seller had shipped an item.
But the seller had not disputed on the record my assertion that the wrong item had been shipped. As a result of paypal's action on my claim, I do not have the item I ordered, I have an incorrect item of no use to me, the seller has my money, and I have no recourse as paypal will apparently not open a new dispute on this transaction.
Has anyone else had this type of experience with paypal and solved it?

It was closed because a package arrived.
You should have called Paypal and had it changed to a SNAD claim.
Give Paypal a call and see if they will reopen it.
