Unauthorized Access - Refunds sent out

Hey,
I am in deseperate need of assistance. Here is my story:
Hacker has refunded hundreds of pounds to eBay customers.
Each refund comes with a colourful message: "suck my d%@k" (omitted for this website)
Hacker has cancelled various billings, including billings I cancelled months ago.. idiot..
My profile pic has been changed to a penis.
Refunds have been issued without authorization
PayPal agreed that my account has been hit with unauthorized access
PayPal claim they cannot do anything as the refunds have gone
Refunds had gone days AFTER contacting them, so them taking their time has cost me hundreds
Nothing is being done about unauthorized access - no money back
Natwest Fraud team won't get involved
Who on Earth do I contact now? Do I just let hundreds of pounds just disappear thanks to insufficient PayPal security measures?
I'm thinking maybe the Police MIGHT help as I have evidence of unathorized access that PayPal seemingly don't care about but apart from that I'm unsure what else I can do. I will definiitely close my PayPal account and never touch PayPal ever again in my life after this mess but not until I get my money back, if possible.

Contact your buyers > explain what has happened and ask if they will re-pay you again.

So I started to clean up after PayPal's mess, and contacted all of the eBayers, knowing full well that this is an insufficient, inpractical solution.
The few that actually replied had said, yesterday, that funds hadn't returned to them yet, and the refunds were still pending. Confirmed still pending on my PayPal account overview.
However, these funds had all left my bank on the 5th. Refunds were finally released to eBayers today. Confirmed that PayPal were holding my funds the entire time, despite stating that they could not do anything as the funds had already gone out, when they hadnt. That's concerning.
Also would like to add that I told them about the account hack on the 2nd, they said ok that's definitely confirmed hacked, I CAN'T SEND YOU THE REFUNDS BACK UNTIL THEY ARE SENT OUT. GIVE ME 72 HOURS. I gave them a few days, then they finally replied to my second call saying that they can't do anything now that the refunds are out (read my CAPS above) again, they weren't released at that time. PayPal still had them.
In essence, if they acted in the alloted time then no funds would have left my bank to begin with.
When they did leave my bank on the 5th, PayPal kept hold of them.
PayPal told me the refunds had already gone. They hadnt. Until today.
PayPal told me when the refunds have gone they can then act, and return the money. Was told a few days later that they can't.
They lied to me. They refused to take unauthorised access seriously. What are my next steps please anyone? I'm contacting my solicitor tomorrow, but I don't like conflict even if PayPal deserve it, and would rather just get reimbursed as it's their lacking security, lies and incompetence that lost my money. I shouldn't have to pay for that.
I just want to be reimbursed the money they lost and wash my hands of PayPal and never ever touch it again ever in my life. Move on with my life. I don't need this grief and stress and there is no way i'm just going to bow down and allow hundreds of pounds to flutter off into the distance.

Apologies, that sentence was not aimed at you. PayPal told me to contact each eBayer in the hopes for money back; that is the only solution they could come up with haha *facepalm*
