Disgusted With Paypal and its appalling attitude to my money

I hope you can all help me or at least read my farce of an experience that i have had at the Hands of a very flippant and glib manager called Chris at Paypal today on the phone.
First of all, let me take you back to the beginning:
I sold some golf clubs at the weekend on Ebay and was paid 280 via paypal.
At which point paypal imediately took their commission.
I then shipped the goods yesterday via TNT Next Day (Tracking number was included on Ebay and Paypal aware)
Goods delivered and recieved by the customer this morning, Proof of Delivery obtained and a message from the buyer to say he was happy also.
I rang paypal on Monday to ask as to why my funds were being held?
To which i was told that because i was a new seller i could not have my money until at least 16th August 2017!
I explained that i had used paypal and ebay for many years and this was the 4th time that they had tried to impose this regime upon me.
How could i possibly be a new seller?
I asked to raise a formal complaint, to which i was told that they would do so and email me confirmation of such and someone would call me.
2 Days later (today), still no call or such email.
So i call Paypal to investigate only to be told that the person i had spoken to 2 days earlier had NOT raised any such complaint at all.
In interim i took some advice from a solicitor.
Today, i then get passed to a manager called Chris who quite flippantly said NO, you cannot have your money because you are not selling enough items often enough.
I remonstrated that the customer has my goods, Paypal had their money, yet i am forced in effect to give interst free credit to someone that i do not know as i cannot have my money until at least 16th August.
He could not care less, he was so cocky and basically it was tough.
At which point i asked for the details of the legal department so that i could instruct my solicitor to proceed to litigation.
Apparently, according to CHRIS, there is nop such department and all i can do is raise a complaint with the complaints team that will come back to me in 4 to 8 weeks!
I explained that The office Of Fair Trading guidelines are very much different.
Yes, you guessed it, **bleep** Chris came back with " We are regulated in Luxembourg and do NOT recognise the OFT of any regulator in the UK, and you are still going to wait for your money"
Folks, stay away from Paypal and there more than spurious terms of trading.
I am now in talks with the press that are putting together a piece anyway on Paypal and some of the customer service issues people have encountered.
Companies like this should NOT be allowed to trade in such a manner and then have staff that fail you and pretty much mock you at the point of wanting to make a complaint.
I do not care what the cost, my solicitor says that i have a case because Paypal are in effect forcing me to give credit.
I have no goods, they have their commission yet i have not been paid for the transaction of said goods!
STAY AWAY FROM THIS COMPANY - ABSOLUTELY AWFUL.

This is the new seller hold that every new seller goes through. If you have not sold for a long while or if you rarely sell then you will need to stay on it until you qualify for instant payments.
If you did not want to go through the hold that we all go through then you did not have to open a paypal or ebay account and agree to the user agreement on Ebay for their hold policy.
Every single seller on Ebay has or is going through the hold and as its for buyer protection most understand, funds are 'normally' released when tracking shows delivery + 3 days IF you use Ebay / Paypal postage.

Odd that in the past i have not had to wait for payment release after i pointed out that over the years i have used Paypal many many times.
Furthermore, i have proof of delivery.
On this basis, i am not a new seller and just because i am not selling intems everyday i should not be penalised in this way.
If i knew that i was going to be considered a "New Seller" for this transaction then i would have not used paypal.
Rest assured i will not be using paypal agian in the future and i will continue with litigation, Paypal openly discloses that they do not recognise the OFT or any regulatory body in the UK, furthermore boasting a 4 to 8 week period before a formal complaint will be addressed?
Appalling, and from the advice i have had from the OFT and my solicitor, you are unlawfully holding my money without just cause or reason.
Litigation is my only avenue remaining

Thing is that things have changed in the last couple of years and Ebay and Paypal split again.
They have 2 separate hold policies dependent on if you buy on Ebay or elsewhere using paypal.
As this is the Ebay hold then you would need to ask them why you are on the hold as Ebay authorise when paypal can release the funds for their hold policy.
The 'new seller' hold is not confined to new sellers, you can also be put back on it if you get dropped star ratings or suddenly sell a high cost item so you need to ask them why its been implicated.
Oh and for the record 'I' am not holding your money and if you want to go and see a solicitor then feel free to do so, it has nothing to do with me.
I just gave up my time to respond to your post with some information. I have NOTHING to do with paypal, this is a ''community'' user to user help forum.

I didnt think YOU were holding my money.
Im leaving it to legal avenues now.
Paypal have already stated it is them that are holding this NOT Ebay

Then if you know that i have nothing to do with paypal OR ebay i suggest you don't write things like this >>

I suggest before you waste money with a solicitor you actually take the time to read the user agreement that you ''agreed'' to when you opened both your accounts. I am not sure the costs you will end up paying to go down the legal route will be worth it if you are so desparate for a little bit of held cash in your paypal account that you can't wait a week for.
