Please help, I need to pay a friend but it keeps saying my payment was declined

I owe my friend money and Ive been trying to send it him for 1 hour now, it keeps saying "

We can’t send your payment at the moment. If you keep running into this issue, please contact PayPal.

If you continue to encounter problems, please contact customer services."

Please tell me what I can do to send him the money, I have emailed paypal and they keep dodging the question. Please help ASAP
