I have ordered a custom waistcoat from a seller who does not deliver within 12 weeks. They did not deliver the item and since it is after 45 days, I cannot file a dispute. If they cant deliver within 45 days why do PAYPAL let them use their service? Is there something that can be done to stop them being allowed to use paypal services?

I shoud have added that the seller does not reply to emails or reply to answers put on their answering machine. Any attempts to contact are ignored.

Good point u would have to contact ppal direct and ask using the contact us/call us/email tab on the page or www.facebook.com/PayPalUK and @AskPayPal for Twitter
Best thing to do in those kind of cases is to pay by ccard then if u dont receive your item u can chargeback
