Subscription IPN: First payment and subscription set up order

When a cusotmer creates a subscripton there are 2 IPN calls.

1. Create the subscription

2. Take the first payment

PayPal summary for merchants has them in this order: 1 and 2.

PayPal IPN (as far as I can see) has them in this order: 2 and 1.

Does the IPN process ALWAYS order them 2 and 1. Even in times of heavy traffc or connetion issues?
