Paypal and The Bahamas and Account Limits

 I live in the UK and my Father wants to send me money from his account in The Bahamas. 

I have two questions:

1. Can he send me money without verifying his card?

From what I understand verifying a card can take up to 5 days and then having them sent and recieved, another 2-3 days.

Time is of this essence.

2. Is there a limit from my verified UK account on the amount I can withdraw to my UK bank account?
