Payment can't be completed?

Hello, I'm having trouble paying a friend via PayPal. I haven't linked my bank account yet and I can't, but I have enough money on my Paypal Account to pay him. The message I get is " sorry about that, we're having some trouble completing your request right now"

Normally you can't use funds in your paypal balance unless you have verified your paypal account with a back up card or bank account.
