Usually once you have added a bank account you get that option. Its not available if you pay with a card.
But what does the time the seller sends the item have to do with it as it has nothing to do with the seller.
Paypal offers you PAD and not the merchant, no seller would send an item before they are paid.
What happens is that paypal credit the seller the funds as they always do but then paypal don't take those funds to reimburse themselves from your bank account until 14 days later. In that time your item 'may' have arrived.
It gives you no more buyer protection and the seller does not even know you are using it. All it does is give you a bit longer before paypal debit the funds from you.
