Need a REFUND from a PENDING PAYMENT

Please help. Hi, I have made a PayPal payment to a new seller on eBay. They will not communicate with me and my payment is showing pending. They have not claimed the money. There is no box for me to cancel the pending payment in my PayPal.  I have contacted eBay and they are unable to help. How do I get my money back? Thank you

If its unclaimed without a cancel option and the new seller does not claim it then it will time out 30 days post payment.

I will receive the payment back in 30 days from PayPal if nothing happens?
