Is Royal Mail's new barcode delivery confirmation enough proof of delivery?

I sold an item - not on eBay - and received payment via PayPal (goods/services). The payment says it is eligible for seller protection. I posted the item via Royal Mail, standard 2nd class. All Royal Mail parcels now come with a unique barcode, scanned by the postie when delivered. While it isn't a tracked service and does not require a signature, the barcode is scanned to confirm delivery and this is uploaded on to the Royal Mail website.
My issue is, the buyer has said their item has not arrived. When I track their item online, Royal Mail says it was delivered.
Is my certificate of posting (proof I sent the item to the correct address) and the fact Royal Mail have scanned the item as 'delivered' enough proof for PayPal?
