My mom wants to have her own paypal account, but she does not want to connect her bank account to it. She has money in her PayPal account though, can she still use her PayPal account to buy something online without it being connected to her bank account?
Yes at the moment but there might come a time when paypal will ask her to verify her account and add a bank account.
In the meantime she would need to add a debit or credit card as a back up funding source so she can fund the payments from there or from her paypal balance.
