I can't confirm a new card on my account because the apparent Paypal £1 payment hasn't been withdrawn from my account and therefore I don't have the necessary information.

Once you added the card did you go back in to your 'wallet' and click on 'confirm card' to send the deposit and code to your card statement?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
