Are your credit card details needed to make a paypal account?

I know that this topic is mentioned a lot however this is a different form of the question.
The problem is,
I am a child at the age of 15 and because of this, my credit card isn't eligible for some of the features. The problem is that I own a small "business" (not really but something that makes money online) and I can easily buy things from major sites however when receiving money from people, Paypal just won't have it. Is there any way I could get around this?

You are not allowed to open a paypal account until you are 18.........reported.
Advice is voluntary.
