As an email address identifies your paypal account then you can't use the same email address on 2 accounts, just like you can't use the same bank account number for 2 bank accounts.
Secondly paypal only allow you x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same kind you risk both being limited.
