The ADL and PayPal searching through transactions?

I understand that a group named the ADL has partnered with PayPal to go through transactions linked to racists, hate groups, extremist groups and racially motivated transactions to "stop them" and "combat racism". The ADL has said they will be combing through PayPals data, users and transactions to ban users and find these hate groups. While I, like many others, do not condone racism, hatred or violence, I do have some concerns with how user information is being shared and how it will be used. I have concerns with users data being openly shared with a 3rd party who's definitions are vague and are being used for their own purposes (while their mission sounds positive and just, we have all seen data misused for individual and personal gain) I'm curious as to what PayPal will be specifically be providing the ADL, what user data, what transaction data and what financial data will be given. What actions will PayPal be taking should this 3rd party find something they deem "suspicious"? Is there oversight to prevent misidentification or falsely accused parties? What is considered "racially motivated"? Will they be looking at individuals transfers specifically or will they be just looking at commercial transactions from various storefronts or ebay for racist or anti-Semitic item sales? Are they looking at specific commercial item sales? ie. Confederate flags? I truly am simply concerned with how user data will be released and used and am not interested in discussing the political merit, for or against. I am concerned with this data being used or misused against individuals incorrectly without any clear definitions behind the terms used in their press release. I am very pro-user privacy, which is a main reason I have been a PayPal user and customer for 20 years and would hate for PayPal to be complicit in misusing PII and user data for a 3rd parties gain.
