This EU law comes into effect on 14 September this year and applies to electronic payments. Does anyone know how the requirements will affect how I'll be able to use PayPal to buy things online?
It seems to be requiring all transactions to be authorised before payments can be made to suppliers of goods & services. At the moment, I use PayPal because it's quick and easy and doesn't require lots of button-pushing or "authentication".
Any thoughts or help would be gratefully received.
