Where are the human beings?

OK I get that it can be annoying to have to pay for the phone call oneself, but I am willing to do it if I can talk to a human being who will explain why my account of 10+ years suddenly stopped working and why when I couldn't find any solution other than to delete it and start over, it accepted my "instant  bank verification" informaiton and then never verified me.  It's been 4 days now.  Have I  been hacked?  Is it Identity theft/fraud?  What's wrong?  I'll pay the nickel/dime/quarter/dollar if I can just find some human being at Pay Pal who understands what's going on.
