Purchaser feels defrauded

I purchased a saddle from the Tack Trader Web site.  The seller allowed pay pal.  Unfortunately when she realized there were fees involved (approx $25.00) she decided not to sell the saddle.  She did return payment however, I feel that she had created a contract with me that was legal and binding.  Of course at this point I'm sure that there is nothing that I can do about it - she has removed the ad and tried to walk away.  In reflection, I'm not so sure that this wasn't some method which she used to create a price for insurance or to force someone else to a higher sale number.  I have sent her a message on the disputes and claims area but it will all be to no avail.  Isn't this what pay pal is here for-to protect the purchaser?
