how to check safety rating of a paypal account number?

i need to send overseas payment to a paypal account. How do i check the rating of that paypal account. The payment age only asking for the email id, how do i make sure that the emai id given is of a company or of an individual?

Make sure if you are buying something that you send via the send money > goods option.
