hello can some pls. help to understan why was i charge cross border fees, when 1. the transaction was done in same contry. 2. when both bank are in the same country. (USA)

There is no way fr you to know if the buyers bank is in the USA.
The buyer was international with a USA paypal account, thats why the cross border fee. When he paid the funds were from a non USA bank account or credit card and that why the cross border fee.

Login to your PayPal account and click on the payment's "Details" link... the "Payment From" section of the details page will indicate whether the buyer's PayPal account is a non-US account.
If the buyer's PayPal account is a non-US account, the additional cross-border fee applies.
