Sellers charge for refunds

Twice recently I have been sent the wrong amont for an item and have had to send a refund. I have issued this correctly by going to the details page and issuing the refund. I then have to pay for the sellers incompetence by having an amont deducted. Why??

I too am miffed about Paypal taking a cut of my refund when they have already taken a cut of that money when it was originally paid to the Ebay Seller.  Not to mention the fact that the refund has come about because of Seller wrong-doing.  You don't see department stores charging a fee to refund when an item is returned.   I feel this is totally wrong!  Paypal people feel free to jump in on this thread..............what gives?
