Personal Transaction Fees - Need Assistance

I have a friend who paid me via Paypal out of his bank account. I'm not sure why, but of his $800.00, there were $23.50 in fees taken out. If he paid out of his personal checking account, why would fees have been taken out? Paypal FAQs on Fees state the 2.9% + $0.30 should only be taken out if a debit card, credit card, or Paypal credit is used. I'm confused?  Thanks for any insight someone can lend.

I just had a simular situation.  I sent funds as Goods today and the receipent was sent less than what I sent.  This was sent using my Paypal m/c and I just did this same transaction 2 weeks ago to the same receipient and receieved the total amt I sent.  Not sure if there are new fees but there was nothing I could find stating there would be a fee on the recipients side.  Not sure if this is a computer error on Paypal's end or this is something new.

Why when I try to send 3,500 to another PayPal account holder am I charged a fee?  I did that before and there was no fee.  I have more than that in the balance in my verified bank account.  That is chosing "Personal"

I too have problems understanding why the $60 sent from my bank account to daughter's paypal account shows she ended up with only $57.96. 

 

I read/re-read/re-re-read info prior to sending and understood fees are only charged when a credit card is used. 

 

I spent quite a bit of time navigating through the paypal verbage, assured that the full amount would sit in her account to be used for future on-line purchases.

 

Can someone define the transaction I wish to enact and let me know where I can find associated fees?
