Paypal subscription fee but no customer has used subscription yet.

I set up an auto payment option on my website, but so far none of my customers has made use of it (only one-time payments).

My understanding was that I would not be charged the $19.99 monthly fee until I actually had customers using it.

Am I mistaken?
