Getting my Paypal fees back

So here's the scenario:
Buyer purchases a phone from me for £295.50. They pay through paypal for which I am charged a fee of £10.25. I receive £285.25. I transfer that amount to my bank account.
The buyer does not like the phone and is given a full refund through ebay. My Paypal goes to -£295.50. I pay the £295.50, even though I only received £285.25. I am £10.25 down on the deal. I ask Paypal for a refund and they say no.
Ebay refunds me the tax but not the list fees.
So, through no fault of my own, I am now down £10.25 plus the listing fees.
How can this be right? Why won't paypal return the £10.25 fee to me?

Ebay refunded the buyer because you refused, and thats why you don't get your Paypal fee back. Paypal had to give the full payment to ebay so sbay could refund the buyer.
Nnow if you had refunded that payment your self, then your fees would have been refunded back to you.
