This is not for Ebay. If you sell on a site other than ebay, such as livejournal.com can you charge the buyer the fee? someone there said no. I couldnt find anything about asking people to pay the fees.

Just like credit card fees, you should figure in the PayPal fees when you determine your selling price. You don't show the fee as a separate item, it is just embedded in your price like your other costs of doing business.

But if you do this (figure in all the extra fees into the total price)
Then the buyers complain that the item / items are not worth that much and/or will not buy them, OR they will simply not buy your item or do business with you because of what they think is a "High Price".
I recently just had an $8.50 fee tagged onto one of my items by paypal here that I had to pay for some reason...Because the purchaser paid via a "Mobile" payment... This whole system is WACKED if you ask me, everyones getting ripped off a little here and there on everything we do, if not charged two or three times for the Same darn transaction.

You are not permitted to charge the buyer the fee. Here's the applicable PayPal User Agreement text and link to the policy...
4.5 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.
