PayPal offers Buyer and Seller Protection on purchases made for E-bay items when certain criteria are met. For non-Ebay items this protection is usually not in place.
However if a buyer makes a PayPal payment for a purchase using a credit card and files a claim with the card issuing bank, whether or not the buyer can get their money bank becomes a decision of the card issuing bank and not PayPal. Whether PayPal passes the chargeback through to the seller is up to PayPal.
But what happens if the buyer makes payment using e-check? It seems to me, if there is no Buyer Protection, then the buyer has no recourse. This would be similar to mailing a check as payment to someone. They then cash the check and never send you the product. I personally have never heard of being able to file a claim with the bank for writing a check that has already cleared for something you never received. I think it is a legal matter between you and the seller and unlike credit card payments, the bank is not obligated to protect you?
However, because the e-check was done through PayPal, and the item was an E-bay item, I assume the PayPal User Agreement allows PayPal to debit the sellers PayPal account and bank account if necessary to refund a buyer if they offered Buyer Protection. Do they ever offer Buyer Protection or refund an e-check payment regarding a disputed purchase if it was not an E-bay purchase?

13.2 Eligibility Requirements.
To be eligible for PayPal Purchase Protection you must meet all of the following requirements:
Pay for the eligible item from your Account.
Pay for the full amount of the item with one payment. Items purchased with multiple payments – like a deposit followed by a final payment – are not eligible.
Send the payment to the Seller through:
the eBay “Pay Now” button or the eBay invoice; or
the “Send Money” button of your Account by selecting “eBay Item” and entering your eBay User ID and the eBay item number for purchases on eBay website; or
the Send Money tab on the PayPal website, by clicking the “Purchase” tab, or by selecting the “Checkout with PayPal” button or otherwise selecting PayPal as part of a Seller’s checkout flow.
