Buyer to pay Fees?

I prefer to use WePay on selling my items because it allows buyers to pay the fee. but some customers do not have WePay and prefer paypal. Some people I have bought from have put in a .35 paypal fee in the invoice. I thought this would be a good idea tho but not sure if it is against the "rules"
In the tax box there is a place to create a tax. I named it PayPal fees and it calculates the 2.9%, then I pay the .35
That seems fair especially on big tag items.
What is the policy regaurding this?
