returns policy and new billing agreement confusion

Dear all

 

I recently had an email from paypal asking me to agree a billing agreement.

I agreed with it as I needed to start a refund process quickly and I didn't take the time to read it all correctly.

So I have agreed to something  that I have not read. I am sure it has no ill intentions, but I just want to know what i need to be aware of. 

Retrospectively I have followed the links from the automated email but I still do not understand %100 how my paypal 'experience' is different now? can anyone please translate the following email into 'plain english' for me -

Its the 'reimbursments' part I just dont understand. Is this basically saying  'now you've agreed, paypal will organise the automatic reimbursement back into you paypal account once there is proof that the seller has recieved their item back'?
 
many thanks for the help... im just finding this new 'returns method' confusing. I am further confused as I have returned an item without a tracking number, yet paypal is asking me for one, and then telling me that if I use their label, paypal will charge me the P&P? So am I to pay eh P&P at the post office and they reimburse to the same value or am I to just attach the paypal label and then payapl charge me?
