HI sang023-
If you attempt to file a dispute for a gift, you'll be given a message stating that because there is not a purchase of goods or services, a dispute can't be filed. The message recommends reaching out to the recipient directly.
For future reference, there is a buyer complaint process for disputing transactions of goods or services. You can access it directly from our Security Center or your account's Resolution Center.
Thanks,
Jason
