I paid someone via paypal for some software that was supposed to take two weeks and it was never sent, although he kept promising to send it each time I queried it with him. I raised the dispute in January and it was filed as "Case does not meet filing guidelines".
I paid via the bank and not credit card, so how would I be able to get my money back?
