Paypal doesn't give an answer for my claim.

I bought an item about 2 months ago. I did not receive the item. I wrote to the seller and he blocked me from sending more messages. I know that because I used my boyfriend's account to check if I had been blocked or it was just a glitch or something. I did open a dispute with paypal. I have been waiting more than 1 month in order to get my money back. I wrote many times and they keep telling me that someone is taking care of it. They told me they are super busy. Well that's funny because of friend of mine had a similar issue with a seller and it took only a few days for her to get her money back.
I am ready to take a legal action against paypal. What should I do?

You can file a complaint with The Department of Financial Institutions for The state of California "DFI", The Attorney General's Office, The Federal Trade Commission, The BBB and you can also file a complaint with the District Attorney's Office in Santa Clara where Pay Pal is located. Pay Pal Smart Connect is not very smart. Pay Pal takes other people's money and has no clue as to what the other employee's have said or done whether it be in the United States, The Philippines and India therefore responding to you without all the facts making them look even worse (Pay Pal). Keep all your records file online its easier and faster and whenever you talk to PayPal Smart Connect/PayPal/GE Money even if the person you are talking to gives you a false name like I have been given and things being picked and chose by that person as to what they want to put in the computer pertaining to your call for your account, YOU have your telephone bill which shows you called and they can say you didn't till they are blue in the face and it still wouldn't be true because this is the AGE of Technology. Each case is different, you friends seller might be suspended, and thats why he was refunded so quickley.
Did your seller ship with D/C, if so did it show delivered.
