Parcel did not arrived after credit card was charged

Hi,
I hope someone here can assist me,
I have order an engine guard from e bay since May 2011.
I thought maybe it will take a little bit of time sending to the Far East.
Unfortunately the item did not arrived.
1. I have wrote to USPS, try the tracking search. (No positive feed back).
2. Wrote to pay pal, been through with the Resolution center, still no answer, then obvious i got a replied it has laps more then 45 days. and also the tracking id that i got, some one cannot detect or search on the filling box of Resolution Center.
3. Wrote to seller but no replied.
4. Advise from paypal to check with my credit card bank to get a refund unfortunately, the time has laps too.
Did my parcel went to a wrong country? If so, the USPS Tracking would able to pick up.
if anyone got a similar problem, kindly guide me to the right section.

Why did you wait so long.
Recontact your credit card company and ask to speak with a supervisor.

Hi Thanks, for the replied.
I spoke to the bank, but somehow or rather that the time as laps and as a credit card association, they have their standards procedure. Maybe i should try again.
