Monies deducted when I sent cash to my cousin - why?

I sent $400 + to my cousin for a plane ticket/companion pass she had given me. I checked the "services" box because there was no actual physical "product" - why did PayPal deduct $12 from her total amount?

You should have clicked on the "personal tab" and then Gift or other. Also the funds have to copme from a bank account or paypal balance
- It is free to send a Personal Payment to someone in the United States in U.S. Dollars if you use your bank or Balance as the exclusive Payment Method. If you use a different Payment method to send a Personal Payment, the Fees set out below will apply.

You an have them go to the details page of the payment and click on the refund link.
You will get back the whole payment minus a 30 cent fee.
Then send it the correct way
