How does Buyer go from NOT receiving to receiving an EMPTY BOX!!!

I have been at dispute since beginning of April, I am the seller. The buyer stated they didn't receive the package, the tracking stated a different town, PAYPAL TAKEs THE MONEY FROM ME, I then contacted the correct town USPS, and they stated the package was received in the correct town, that the USPS postal worker didn't change there scanner over to the other town. OK so I appealed it, WON and dispute closed, I WAS REFUNDED MY MONEY. NOW all of a sudden for the passed couple of weeks had a dispute open because the BUYER is saying the package was received EMPTY, how the heck do you go from trying to say the package wasn't received and get your money back, but didn't win over because I kept on top of the case , and now saying its EMPTY!!! So now today within 24 hours paypal is taking the money back! How can they do this?? This isn't fair, why because the BUYER did a police report, anyone can do a police report, it's just like the scams these kids do with lost or "stolen" phones. It's really NOT fair at all!! PAYPAL TOLD ME TO FILE A FRaud case with IC3.GOV, has anyone ever done this? I live in the same state as this buyer and feel like driving the 30 minutes away just to watch this person, using my ITEM!!

This is my first EVER dispute claim with a woman named OLGA on Ebay who goes by GoodFortune444 she is the first unhappy customer out of 187+ and was able to not only have her merchandise but now wants a FULL refund for something I had no control over.  She claims it is broken and it left my home not broken.  Why does PayPal  automatically hold funds before contacting people US the Sellers as well.

  I have tried to work with this lady and she is one of those individuals who wants to get something for nothing.  Do you want to know how much this item was?  99cents.  She paid for the shipping and another 3.01 item which was sent to her and she got.  I am so stunned at how easy it is for these penny pinching people can destroy what has been a great relationship with myself and PayPal.  Sorry I am beside my self.  I have her amount of money for it is a joke at how much she is requesting, it is the principle of this situation that really has me fired up.

  I was told PayPal sides with and charges more fees when this happens in favor of the buyer I never thought it would happen to me. Shame on PayPal

I contacted the USPS investigations. The person's user name is PARTYGIRL07. I couldn't even leave the person negative feedback, but they allowed them to leave me negative feedback.

Trust me when I say that once the buyer receives the letter from the USPS he or she will all of a sudden be inclined to pay you again.  A felony for interstate mail fraud is a serious offense and often times just the thought of it is enough to scare the scam out of scammers.  Can you still comment on the PP dispute?  If so let the buyer know you have filed a complaint with the USPS and they will be investigating the matter further for possible fraud charges.

The Paypal dispute was closed already, I can open it and appeal it again, but I don't know how long the USPS investigation will take, I filled out online with usps, I kept getting disconnected with USPS investigations department before. I'm going to try to appeal it again. I was also told to file a complaint with ic3.gov. I did the usps.com investigation, I'm about to fill out for the other one. I feel like driving to this town, and watch this person use my stuff!! So frustrating! The nerve of some people.

The USPS investigation will probably last 3-4 weeks.  I would at least try to appeal the decision stating you never received your item back.  If the USPS decides to press charges for interstate mail fraud it could help their case by showing you did everything you could do on your end.

 

In the meantime I would at least send the buyer a civil/polite message stating you have filed a complaint with the USPS postal inspector and they will be investigating the issue further.  Remind him that interstate mail fraud is a felony and that he/she should be receiving a letter from the USPS within the next few days.

 

Again, just the thought of actually being caught for a crime and serving time is a worst nightmare to scammers.
