Regarding my ability to dispute a payment, is there a difference between whether I send money for a 'purchase' of 'goods', or if I send money for the 'personal' reason of 'payment owed'?
A seller is requesting money to be sent as a 'personal' 'payment owed' and I want to make sure I'm not being tricked into sending money in a form that I cannot later clawback or dispute if the seller does not come through.
Great question RumSleg, and welcome to the community. Simply personal payments don't come with any of or Buyer Protection, as personal payments are not for the purchase of goods or services. If you were to send a payment as a personal payment, but were actually buying something and it doesn't arrive, PayPal will not be able to dispute the transaction for you. In this situation, I recommend sending your payment for goods or services.
Sounds like a scam. I just read about another guy in this forum with almost the same situation. He was told to send the money as a gift and he did. Now he is out all of his money and has no product. He said he made the mistake because he was new and did not know better.
Scammers want you to use this type of payment because they know that you will have no recourse - they will have your money and nuttin you can do about it.
