Chargebacks unfair result, need help on what to do next

Hi all,
I recently had 4 chargebacks issued to me as a seller for unauthorized usage and have lost a large amount of money becuase of this. I provided all the tracking details for the purchases, invoices from suppliers, emails from the buyer saying they got the goods and wanting to order more.
For some unknown reason, the banks involved have sided with the buyer, and Paypal have closed the cases saying basically tough luck, we have to accept the banks decision. Further to that, now that I have repaid nearly all of the negative balance I had as a result of this ($10000+ US dollars), Paypal are now closing my account.
I cannot get any information about what was done to investigate this. I have clear proof from several sources that the goods were delivered and paid for by me, and I have involved the Police who also agree the customer is involved in fraud. I suspect the card used was stolen. I can no longer contact the customer. The Police cannot contact the customer. Paypal won't let the Police contact them. The delivery address turned out to be motels, again a clear sign the person was behaving fraudulently.
I do not want to accept this decision until I know what bank(s) are involved, and what process they did to investigate this. I acted correctly when I received payment from Paypal and had the goods sent. If the card was stolen, how am I suppose to know his? Wait a month for potential chargebacks to appear before sending the goods? Both the bank and Paypal authorized the payment. Surely they are liable not me? Especially when I have full proof that I have shipped the goods out.
If Paypal are closing my account, why can they not give me the information so I can carry on fighting this with the unknown bank?
Any contact I get from Paypal now are the generic template emails and I am pretty sure the plan is to brush me off in the hope I will go away.
If criminals can steal cards or claim they didn't receive the goods (I have no idea what the real reason is becuase Paypal won't tell me), and get away with it becuase the banks have sided with them, then legitmate businesses have no hope.
Can someone please help me in telling me what my rights are here (other than what is in the Paypal agreement). Someone has stolen my money (and Paypal charged me fees for doing so) and despite what Paypal rules are, they (the buyer) have broken the law and surely the law trumps Paypal rules. I can't go around killing people becuase I had a rule saying it was ok.
