paypal hA SCAMMED ME REFUSED TO GIVE M A REFUND AND WILL NOT DISCUSS WITH ME THE CASE OF EVIDENCE

I WENT ON THIS WEBSITE CALLED GIZMOSHOP.NET TO PURCHASE AN ITEM, I HAD PUT IN ALL MY INFORMATION AND  DECIDED NOT TO BUY THE ITEM AND DID NOT PUSH THE BUTTON TO SUBMIT. A COUPLE OF WEEKS LATER I RECEIVED A CHARGE OF $39.99 AND THE GOOD OLD FOREIGN FEE OF $1.19 SO I REPORTED IT TO PAYPAL. MY PURCHASE WAS MADE ON 4/20/2020 FOR $39.99 and $1.19  IN MY MEMO TO PAYPAL I MENTIONED THE ADDITIONAL FEE OF $1.19 WHICH THEY COMPLETELY IGNORED. JUNE 18, THEY GAVE ME A PROVISIONAL CREDIT WHICH I GUESS GETS DEPOSITED IN MY CHECKING ACCOUT. THEY HAD SEND ME 24 EMAILS TELLING TO FO TO THE PAYPAL WEBSITE TO READ THEIR MESSAGE, NO MESSAGE.... AND THEN I WAS A SEND 6 EMAILS TO CHECK OUT THE EVIDENCE PROVIDED BY TH SELLER AND TO GIVE A COMMENT....THERE WAS NO EVIDENCE, I COULD NEVER READ ANYTHING BY CLICK ON THE VIEW BUTTON, ONLY ONCE WAS AI ABLE TO ENTER AND I QUICKLY COPY AND PASTE THE NOTES...SENT EMAIL TO BUYR SEND EVIDENCE TO BUYER FROM SELLER AKA THEY DID NOT DO ANNYTHING

SO WHEN THEY PUT THE PROVITIONAL CREDIT ON JUNE 18, THERE WAS A CREDIT OF $1.19 WHICH WAS A CHARGE THAT PAYPAL IGNORED AND IT WAS A CREDIT TO MY ACCOUNT NOT THROUGH PAYPAL SO I THOUGHT THE CREDIT FROM PAYPAL'S NAME WAS NOT ON THE PAYEE LINE SO THOUGHT GREAT ALL IS GOOD. ON JULY 18, PAYPAL DOES A DEBIT OF $39.99 SO I FIGURED THE PROVIETIONAL CREDIT HAS BEEN TAKEN CARE BUT NO THEY CALL ME AND WANT TO KNOW WHEN WILLI PROVIDE THEM THE MONEY $39.99 SO I TRIED TO EXPLAIN THEM THE SITUATION WITH $1.19 AND HE SAID HE DID NOT CARE, I WANTED PROOF THAT THEY DEPOSITED THE PROVITIONAL CREDIT. I WAS PROMISED IT WOULD BE SENT AND THEN MEANWHILE THE DEBIT OF THE 39.99 WHICH PROVES THAT THEY RECEIVED THE MONEY ON JULY 16 WAS REMOVED.....WHAT IS GOING ON? I HAVE BEEN ASKING THEM FOR THIS EVIDENCE PROVIDED FROM THE SELLER... THEY HAVE REFUSED TO PROVIDE ME WITH ANY INFORMATION

I WILL NOT PAY UNTIL THEY PROVE TO ME THAT THEY TRULY CONTACTED THE SELLER BECASUE I HAVE CONTACT THE SELLER SEVERAL TIMES WITH NO RESPONSE, NOW THE WEBSITE IS CLOSED AND THERE WILL SOON BE NO TRACE OF THIS COMPANY ONLINE. HOW  CAN I GET PAYPALL TO PROVIDE ME WITH THE INFO I NEED TO KNOW THAT THEY TRIED BUT THEY NEVER DID.???
