paypal disputes and appeals, Paypal message not being responded too.

I ordered an item online and never revived it, i was given a tracking number the day after it was delivered. I was home all day and the item was never delivered. I created a dispute since the shipper was never replying to me and 2 of the mails that i used on the site came back as deliverable. Paypal resolved the dispute as in favor of the shipper since they provided a tracking number. I was told by paypal i have 10 days to appeal the dispute resolution if i can prove that it never arrived. i contacted USPS and they provided me info saying that the item was not delivered to my address, and the address it was shipped to was about 2 miles away from me. The name on the package was not mine, I also told USPS that i ordered the Car Seat, to which they replied the package weight was 12oz so this was clearly not my package. I have been trying to reach out to paypal on how to create an appeal and even sent them the info that USPS gave me by email through the messaging center. im now on Day 10 and they have not replied to me. i fear that i have just given up my money to a scam and paypal does not want to help me at all. Does anyone have any recommendation on ho to appeal. they closed the case on 4/26 and i never had the appeal option in the resolution center. If they do not read my info before day end and ill be out of my money

I have also been scammed and Paypal is not responding to me. They sided with the seller. He never even sent my items at all. He provided a bogus tracking number. He never answered my emails, the phone number on his website was a disconnected number, and now the seller's website has been deleted! And still, Paypal sided with the seller. Did you submit an appeal? If so, how and where did you do it because that's what I need to do as well. I didn't know I could appeal it.

I have not been able to appeal, they told me to follow the directions they gave me (i have listed below) but the button was never there, i looked on day 5 and never could find it. they are not responding to my messages at all.

 

If you would like to appeal the outcome of a claim you can do so within 10 days of case closure by following these steps:
  1. Log in to your PayPal account.

  2. Near the bottom of the page, under 'More about your account,' click Resolve a problem in our Resolution Center.

  3. Select Closed cases in the drop down menu and find the claim you wish to view.

  4. Click Appeal in the action column.

  5. Provide information for your appeal and follow the on-screen instructions.

Note: The Appeal button will only be available for 10 days after case closure.

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.

 

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page), via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.


Advice is voluntary.

i have all that info, i have sent that through the message center and even looked for a phone number. When i select contact at the bottom, it only gives me the option to select Message us, Ask the community, or Resolution center. Im not finding any number to contact them at 😞

You can't contact paypal by phone!   It's the most insane thing I've ever experienced in my 20 years doing online transactions.

IKR! i feel i could have this whole thing resolved in an hour or 2 tops by phone (all combined) this online thing is such a pain cause they never respond. the 2 messages i sent them prior they just closed with out replying. I'm starting to feel like paypal is a scam it's self. i have never had issues with online purchases till i use paypal

I'm out $1100!!  Be grateful if you're only out a couple hundred dollars and use it as a lesson never to do this again.  

 

I'm on hour 4 of waiting on the phone after 2 and a half hours waiting yesterday and having to get off the phone.  How this is legal I'll never know.

I tried to dispute through the bank and they said that PayPal has to resolve this issue lol
