nondelivery of goods

How can I get resolution on a nondelivery of goods. I bought an "Alfascooter" online and UPS claims it was delivered... however, it WAS NOT! Paypal refuses to help me on the matter. UPS says the seller has to file a claim. The seller wont answer my messages, as if they "know it wasn't delivered. What can I do ? I choose to pay with Paypal just incase this happened. I thought Paypal would "protect" my purchase! They seem to be just "passing the buck"! I really despise incompetance! Thanks for your time.
