My wife forced me to buy a doll house on the internet from a strange website. I should have been more careful not to fall for this, but I was not careful. It was not a well known website. The person who sold the doll house sent it to the wrong address on purpose so that I do not make a claim within the 7 day period. PayPal somehow does not believe my story that UPS sent the doll house to the wrong address which does not match my home address. UPS will try to contact PayPal on my behalf. For me, I am not Chinese, but I believe PayPal implied that many Chinese were guilty of fraud and that PayPal somehow told me that I should not trust them in the future or else I can't get the refund back even though I thought refunds and returns are guaranteed through their service. Is there any other course of action which I can do to get my money back? According to UPS, the package is around 0.6 pound which is not the correct weight for a doll house. UPS said that they left the doll house in the front desk, and my home does not have a front desk. There is a front desk at retirement home next to our condo, but it was a separate establishment not related to where I live.

APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
