did not receive item

Paypal denied unauthorized transaction. I have tried to open another dispute because I haven't received item, but the resolution center tells me they can't open another case and when I try to access customer service I keep getting sent to the resolution center. I have sent an email to the seller but haven't received an answer. What can I do now to get my item or my money back?

Unless your paypal was hacked and used without your consent ie unauthorised then why would you select that option?

Why didn't you select non receipt of item?

You are only allowed x1 dispute per transaction.

You could try contacting customer services and seeing if they will open one for non received for you (unlikely though) OR if you funded your paypal payment via a card then contact your card issuer and see if they will chargeback for you.
